READ 13 SEPTEMBER 2026 at the text layer, decision 1/و in seven chapters: definitions (the committee is لجنة تعادل الشهادات غير السورية), criteria for recognising a foreign institution, conditions of equivalence by degree including regular attendance of eight months per academic year (six for applied faculties) and residence, Article 14 the committee's weekly meeting and meetings as needed, Articles 15 and 16 quorum and majority, transitional provisions. NO PERIOD WITHIN WHICH THE COMMITTEE OR THE DIRECTORATE MUST DECIDE AN APPLICATION; the words خلال, مدة, أيام, أشهر and أسبوع occur only in the durations of study, residence and meeting. Decision 93/و of 2008 is the earlier instruction it replaced, same structure. Found by the reviewer through a web search for Law 19's text that returned the former ministry site's page for the decision, then the archive. The law itself (Law 19 of 2001) remains an entry with a 404 attachment at the Assembly archive (SRC-546).
