The register keeps changing after the book is fixed in print. Each entry below was added to this row in the order shown.
RUN 20 SEPTEMBER 2026, AFTER THE CLOSING DATE, ON THE AUTHOR'S DECISION OF THE SAME DAY (D-213 item 1, course (a) of the Part Two Gate 6 re-run's B-2), the same routes SRC-251 ran for the first report on 18 August 2026. ONE, the Federal Register documents API, publication date on or after 1 September 2026, four terms: 'Syria certification Caesar' 0 documents; 'Syria certification' 1 document, an ITAR rule of 18 September 2026 (2026-19161) that is not it; 'Caesar Act' 0; '8369 Syria' 0. Weak evidence, as SRC-251 says: a certification transmitted to Congress is not ordinarily a Federal Register document. TWO, the White House presidential-actions index paginated over three pages, 18 September back to 13 August 2026: no item on Syria, a certification or the Caesar Act. THREE, the Congressional Record through the govinfo API (collection CREC): 'Syria' between 10 and 20 September 2026 returns two items (14 September, a War Powers resolution on removing United States armed forces; 15 September, a tribute), neither a certification; '8369', 'Caesar' and 'executive communication Syria' since 1 September return zero. congress.gov itself returned HTTP 403 again. FOUR, the two commentaries: Just Security's report card (SRC-250) carries dateModified 25 June 2026 and records nothing about any report; the Karam Shaar Advisory page (SRC-249) still describes the draft amendment and carries no revision date. FIVE, a web search for the second report returned the same commentaries and nothing else. WHAT THIS ESTABLISHES: nothing either way, on these routes; a certification transmitted to a committee need appear in none of them. ROUTES NOT TRIED: the House Foreign Affairs and Senate Foreign Relations committee document pages; state.gov; the executive communications listing of the Record read page by page rather than searched. Chapter 6 v79 prints the search with its date as a stated exception to the closing date (D-213).
