This column said [quotation withheld, 11 words; follow the citation] and that is FALSE OF THE MANUSCRIPT: the approved introduction names the Douma teachers Alaa al-Khamooneh and Adnan Alwan at its line 69, reported on rather than speaking, and the author's brother Hasan at line 59, who is present in Chapter 1 without being named, at 01-bill-and-denominator_v31.md line 229, 'One of the dead was my brother.' [CORRECTED 2 SEPTEMBER 2026 ON F2 OF THE SPECIALIST-QUESTIONS v2 DIFF REVIEW, AND THE REVIEWER'S EVIDENCE FOR IT IS REFUTED AT THE FILE. The prose removed the same clause at open-specialist-questions_v3.md as false, so this cell said true where the basis and the prose said false. THE HAZARD IS THE ONE THIS CELL WAS WRITTEN TO GUARD AGAINST: it was open twice on 2 September, and the second opening added a fresh unmarked falsehood while the cell warned against the first. WHAT SURVIVES: no conduct allegation is made against a living named individual, verified by the reviewer on a per-name sweep of twenty-eight named individuals across all thirteen approved chapters and the front and back matter.] That report's list of seven is of people against whom a conduct allegation could arise, not a census of everyone the book names, and the struck sentence read it as a census. AQ-30 of 2 September 2026 recorded that this column was false and that amending it is a correction pass; this is that amendment. Permissions are a separate Gate 8 limb and remain open. The reviewer checked the institutional half rather than assuming that report had been applied and found the statement carried in all four adverse-finding chapters, at 04-title-land-legitimacy_v25.md line 233, 05-states-file_v45.md line 425, 06-payment-system_v45.md line 321 and 07-people-and-capacity_v13.md line 201. PERMISSIONS ALONE REMAIN OPEN, and they are AQ-30.]
AMENDED 2 SEPTEMBER 2026 ON L-01 OF THE EXTERNAL EDITORIAL REVIEW AND D-166 DECISION 3. TWO ATTRIBUTED ADVERSE CHARACTERISATIONS ARE RECAST OUT OF THE PROSE AND NO MEDIA-LAW READ WAS OBTAINED. The first is at 06-payment-system_v45.md line 165, an outlet's statement that two named money transfer companies, Al-Haram and Al-Fouad, have longstanding ties to the former Assad regime; recast at v46, which keeps the documented limb, the withdrawal channel, both names, the commission estimate and the sentence saying that estimate is the outlet's own and attributed to nobody. THE SOURCE DOES CARRY THE CLAUSE, opened at research/retrieved/almajalla-sham-cash-salary-app-20250512.html, so the prose was accurate and the removal is a judgement about risk and not a correction. The second is MIN-1139 at 02-numbers-that-fail_v31.md line 47, a third party's adverse characterisation of a living named individual, recast in its own pass under the same decision. D-164 part 4 recorded that legal review is deferred to production and that production is the author, so deferring defers to nobody; this row records that the two sentences were narrowed instead, and that the review remains DECLINED and undischarged as to permissions.

This cell opened TWO ATTRIBUTED ADVERSE CHARACTERISATIONS ARE RECAST OUT OF THE PROSE, AND THAT WAS TRUE OF ONE OF THEM ONLY AT THE MOMENT IT WAS WRITTEN. The Chapter 6 clause is recast at 06-payment-system_v46.md line 165. The Chapter 2 clause, MIN-1139 at 02-numbers-that-fail_v31.md line 47, was AUTHORISED at D-166 decision 3 and HAD NOT BEEN RECAST: line 47 of the approved version still carried the words embodied the regime-led mafia-style process of privatization, and no later version of that chapter existed. THE DEFECT IS THE ONE THIS PROJECT'S THIRD RULE IS WRITTEN AGAINST, an unchecked field presented in the same form as a checked one, and it is the third such correction this cell carries. H-2 was right that a reader of this cell would otherwise have concluded the book no longer contained either sentence while the assembled book still contained both.
