The rent totals (1,607,800,000 to 56,274,000,000 old Syrian pounds a year) and the press conference's per-beneficiary one million to 35 million old pounds imply about 1,608 recipients against the plan's 3,000 and serials to 3,390 (my arithmetic, not printed; SOURCE_PACK C13). The residents' representative says fifty times was agreed. Governorate statements are evidence the statements were made.
