Measure and scope
A statement and an appointment, each dated, each attributed. The statement is the commander's own account of completion; no primary document establishes the position of any field, and Gulfsands' audited report (the operator's position as at its date) was the only opened document on Block 26 until 24 September 2026 (corrected in place 24 September 2026 on H-1 of audits/reports/d226_ch09_v32_retest_2026-09-24.md; see the D-226 blocks). Abdi's words on completion are reported in SANA's Arabic ('بعد استكمال عمليات دمج قواتها ضمن ألوية الجيش السوري') and English; SANA's own added paragraphs on the north-east's institutions are editorial and not attributed. The only post-January resource fact in state media is the 13 June 2026 fuel supply to Hasakah stations, described by SANA as gradual transfer; no field is named as transferred. || D-226 REMEDIATION (Chapter 9 v32), 24 September 2026 (B-2): 'remains the only opened document on Block 26' is SUPERSEDED: Gulfsands' posts (SRC-680) and reserves page (SRC-681) and SANA of 14 July 2026 (SRC-665) are also opened; none says whether the SDF-held areas changed hands.
Known conflict
Al Jazeera 27 August says the decree came three days after the announcement (24 August); the dated 25 August report says Tuesday, which is 25 August. The dated report governs. The decree's text is published by SANA as an image of the Presidency's typeset page on the Arabic report of 27 August 2026 (SRC-503, amended 11 September 2026) and has two articles, the appointment and an order to publish; it says nothing of duties. The Gazette was sought on 11 September 2026: the archive at odd.syria-report.com serves 2026 issues to 32 (19 to 20 August 2026) and no later issue, so gazetting cannot yet be checked. || D-226 (Chapter 9 v31), 24 September 2026: SUPERSEDED, 'remains the only opened document on Block 26'. Gulfsands' own posts of 20 July and 31 August 2026 (SRC-680) say it lifted force majeure and returned to operations, and SANA of 14 July 2026 (SRC-665) reports the fields toured after the lifting; neither says whether the SDF-held areas changed hands. Chapter 9 v31 line 53.
Downstream
Chapter 9; Chapter 11
Action
Chapter 9 line 53 carries the two dated events as an as-of after the operator's position, attributed, and says in terms that they establish nothing about the fields. No chapter may write that integration is complete on the ground, or that the fields have passed to the state, on this evidence. Opened 11 September 2026 on the author's news; the prose change runs in the AQ-73 continuation round as a Chapter 9 pass.
