SUPPLIED BY THE AUTHOR AS NEWS ON 11 SEPTEMBER 2026 (an Al Jazeera link) AND OPENED AT THE PRIMARY REPORTING BEFORE ANY SENTENCE WAS DRAFTED. WHAT IT ESTABLISHES: that the agency reports Decree No. 164 of 2026, issued Thursday 27 August 2026, appointing Mustafa Khalil Abdi, known as Mazloum Abdi, adviser to the Presidency of the Republic. WHAT IT DOES NOT: the decree's text, the duties or powers of the post, or anything about the north-east's oil and gas fields, which is the question Chapter 9 asks. Al Jazeera's report of 27 August 2026 (saved beside this) adds, on its own authority, that the post is lesser than the deputy defence minister and Hasakah governorship offered in January 2026, that the March 2025 agreement had a year-end deadline, that state forces took Raqqa and Deir ez-Zor in January 2026, that the ceasefire placed the three provinces under central government control under a 14-point plan, and that the YPJ is not yet absorbed.
