NOT OBTAINED. HTTP 403 to the fetch tool on 16 August 2026 on both the English and Arabic editions; a domain-scoped search on the same day did not locate the piece. DISTINGUISH IT FROM SRC-106, which is a different Enab Baladi article of May 2024 that the author supplied as a PDF. THREE FIGURES REST ON THIS UNOPENED PIECE and the chapter carries the failure in the sentence: agricultural owners at thirty-five per cent of the VALUE rather than the area; the residential term as fifty to fifty-five square metres of finished construction per hundred; and a total cost of seventeen to twenty billion dollars against twenty-one.
