The public standfirst records only that this is 'The text of the decree issued by the Syrian President establishing a sovereign fund', published 14 July 2025. THE DECREE TEXT ITSELF IS BEHIND A SUBSCRIPTION AND HAS NOT BEEN READ. Under D-051 the untried route is a Standard subscription, which needs the author. CONSEQUENCE FOR THE PROSE: no sentence may characterise what Decree 113 provides beyond what SANA's announcement at SRC-143 and the fund's own site at SRC-142 state. The fund's site offers a 'Download Decree' link, which is an untried route this process could run and should run before drafting the sovereign-fund passage.
