THE FORTY-ONE PAGES ARE UNREAD AND ARE READING OWED, NOT A GAP. THE TEXT LAYER IS CORRUPTED BY A CUSTOM FONT ENCODING and the Arabic extracts as mojibake; only the Latin digits survive. THESE REPORTS MUST BE READ FROM RENDERED PAGE IMAGES, exactly as the Chapter 5 Arabic instruments were, using scripts/render_pdf_pages.py. Page 1 is already rendered. A FILENAME WAS WRONG AND IS CORRECTED: the second file was downloaded as the 2023 report on the index's ordering and its own cover says 2022, so it is renamed. The 2023 report is NOT held. WHY THIS MATTERS MORE THAN ITS TIER SUGGESTS: it is the supervisor's own account of its activity, it covers a year that was almost entirely the former state, and it was published in September 2025 under the present one. What the emblem's three stars signify is not asserted here; it is recorded as a feature of the document and any reading of it is a contested Syrian interpretation reserved to the author.
READ 17 August 2026 AT THE COVER AND THE CHAIRMAN'S FOREWORD, page 3, from rendered images; THE OTHER 38 PAGES REMAIN READING OWED. THE FOREWORD IS SIGNED BY DR ABDULKADER HUSRIEH, who is also the Central Bank governor named at SRC-186, SRC-187 and SRC-200, so a 2024 annual report is fronted by the new state's central banker. IT CARRIES ONE FACT THE CHAPTER NEEDS AND ONE REGISTER THE CHAPTER MUST NOT ADOPT. THE FACT: the Commission records that its teams continued following up the results of the NATIONAL SELF-ASSESSMENT OF MONEY LAUNDERING AND TERRORIST FINANCING RISK, and that raising compliance with FATF recommendations matters 'especially with the approach of the date of THE SECOND ROUND OF THE MUTUAL EVALUATION PROCESS to which the Syrian Arab Republic will be subject'. THAT BEARS DIRECTLY ON THE GREY LIST AT SRC-006, whose stated obstacle is that the FATF has been unable to conduct an ON-SITE VISIT: a mutual evaluation is the process that would supply one. The chapter should not assert a date for it, because the foreword gives none. It also records participation in the 38th and 39th plenary meetings of MENAFATF. THE REGISTER, RECORDED AND NOT ADOPTED: the foreword speaks of the isolation imposed on the Syrian state 'throughout the time of the revolution' and of the lifting of 'the unjust sanctions'. That is the issuing institution's own framing in an official supervisory document, it is evidence of how the supervisor describes the period, and THIS BOOK REPORTS IT AS THE DOCUMENT'S LANGUAGE RATHER THAN ADOPTING IT. The foreword also records that in 2024 the Commission continued field supervision assessing applied AML/CFT procedures and discussed compliance requirements with the bodies supervising financial and banking institutions and designated non-financial businesses and professions.

THEY GIVE THE COMMISSION'S ESTABLISHMENT AND ITS GOVERNANCE, AND THE GOVERNANCE IS THE FACT THE CHAPTER NEEDS. ESTABLISHMENT: the report records Legislative Decree 59 of 2003 followed by Legislative Decree 33 of 2005, by which an INDEPENDENT BODY was established AT THE CENTRAL BANK OF SYRIA, having JUDICIAL CHARACTER and independent legal personality, under the name of the Combating Money Laundering and Terrorism Financing Commission. This corroborates SRC-207's Article 20 repeal of Decree 59 of 2003 from the Commission's own account. FUNCTION: receiving reports of suspicious operations from banks and law enforcement bodies, conducting investigations and financial analysis, and referring them to the competent judicial authorities where a money laundering or terrorism financing offence is suspected; and exercising a SUPERVISORY role over banks, financial institutions and designated non-financial businesses and professions. GOVERNANCE, AND THIS IS WHAT A FINANCIAL INTELLIGENCE UNIT'S INDEPENDENCE TURNS ON. The Management Committee approves general policy and strategy and is composed of the GOVERNOR OF THE CENTRAL BANK AS CHAIRMAN, deputised by the First Deputy Governor; the Deputy Minister of Finance; a judge appointed by the Supreme Judicial Council; the Director supervising the Government Commission at banks; A REPRESENTATIVE OF THE MINISTRY OF FOREIGN AFFAIRS at least at director rank; A REPRESENTATIVE OF THE MINISTRY OF INTERIOR at least at director rank; and an expert in legal, financial and banking affairs. The competent minister nominates the ministries' and public bodies' representatives. SO THE BODY DESCRIBED AS THE FINANCIAL INTELLIGENCE UNIT AT SRC-192 IS CHAIRED BY THE CENTRAL BANK GOVERNOR AND HAS THE INTERIOR MINISTRY ON ITS BOARD. That is a structural fact and the chapter should state it as one; whether it satisfies any external standard of FIU independence is a SPECIALIST_REVIEW question and is not answered here. NOTE ON VINTAGE: this description is of the framework as it stood for the 2024 reporting year and the report was published in September 2025. Whether the composition has since changed is not established by this document.
