OPENED 5 SEPTEMBER 2026 ON NEW HIGH 4 OF audits/reports/ch8v28_ch3v15_diff_review_2026-09-05.md, WHICH FOUND THAT THE CHAPTER'S STRONGEST ABSENCE RESTED ON THREE FILES NO ROW NAMED. That is the condition SRC-461 was itself opened to cure, recurring one level down on the files that replaced its own. SRC-461 does not cover these: its Type is general index only and its Claims column says in terms that those are general indexes and not issue texts. SEARCHED 5 SEPTEMBER 2026 WITH PyMuPDF. THE NUMBER 1578 RETURNS ZERO IN ALL THREE, searched as 1578 and as 8751, over the NFKC-normalised text and over the whole reversed text, with Arabic-Indic digits folded to ASCII: twelve probes, zero hits. CONTROL: the word for a decision occurs 685, 527 AND 520 TIMES in the normalised forward text, with one further occurrence in the reversed text of the first, SO A ZERO IS AN ABSENCE AND NOT A FAILED SEARCH. THE NORMALISATION IS LOAD-BEARING AND D-189 APPLIES: GAZ2021_i49_p1.pdf EMITS ITS TEXT LAYER IN ARABIC PRESENTATION FORMS, AND THE SAME CONTROL SEARCHED AS WRITTEN RETURNS ZERO ON THAT FILE against 527 after normalisation. A search of that file without normalisation would have produced a meaningless zero. WHAT THESE FILES DO CARRY, read at pages 129 to 132 of issue 49 part 1: MINISTRY OF ELECTRICITY LICENCES FOR INDEPENDENT SOLAR PHOTOVOLTAIC GENERATION CONNECTED TO THE DISTRIBUTION NETWORK, in Homs and Tartus, at one megawatt, four hundred kilowatts, two thousand five hundred kilowatts and six hundred kilowatts, GRANTED UNDER ELECTRICITY LAW No. 32 OF 2010 AND ITS EXECUTIVE INSTRUCTIONS, which is the same instrument the 2025 licences this chapter reads rest on. WHAT THIS ROW DOES NOT ESTABLISH: that Decision 1578 was never gazetted. It is absent from these three issue texts and from every 2021 general index this book holds; part one of issue 14 is held in no form, six 2021 part twos are not listed by the archive, and whether the volume runs past issue 50 is not established.
