The register keeps changing after the book is fixed in print. Each entry below was added to this row in the order shown.

  1. OPENED 5 SEPTEMBER 2026 ON NEW HIGH 4 OF audits/reports/ch8v28_ch3v15_diff_review_2026-09-05.md, WHICH FOUND THAT THE CHAPTER'S STRONGEST ABSENCE RESTED ON THREE FILES NO ROW NAMED. That is the condition SRC-461 was itself opened to cure, recurring one level down on the files that replaced its own. SRC-461 does not cover these: its Type is general index only and its Claims column says in terms that those are general indexes and not issue texts. SEARCHED 5 SEPTEMBER 2026 WITH PyMuPDF. THE NUMBER 1578 RETURNS ZERO IN ALL THREE, searched as 1578 and as 8751, over the NFKC-normalised text and over the whole reversed text, with Arabic-Indic digits folded to ASCII: twelve probes, zero hits. CONTROL: the word for a decision occurs 685, 527 AND 520 TIMES in the normalised forward text, with one further occurrence in the reversed text of the first, SO A ZERO IS AN ABSENCE AND NOT A FAILED SEARCH. THE NORMALISATION IS LOAD-BEARING AND D-189 APPLIES: GAZ2021_i49_p1.pdf EMITS ITS TEXT LAYER IN ARABIC PRESENTATION FORMS, AND THE SAME CONTROL SEARCHED AS WRITTEN RETURNS ZERO ON THAT FILE against 527 after normalisation. A search of that file without normalisation would have produced a meaningless zero. WHAT THESE FILES DO CARRY, read at pages 129 to 132 of issue 49 part 1: MINISTRY OF ELECTRICITY LICENCES FOR INDEPENDENT SOLAR PHOTOVOLTAIC GENERATION CONNECTED TO THE DISTRIBUTION NETWORK, in Homs and Tartus, at one megawatt, four hundred kilowatts, two thousand five hundred kilowatts and six hundred kilowatts, GRANTED UNDER ELECTRICITY LAW No. 32 OF 2010 AND ITS EXECUTIVE INSTRUCTIONS, which is the same instrument the 2025 licences this chapter reads rest on. WHAT THIS ROW DOES NOT ESTABLISH: that Decision 1578 was never gazetted. It is absent from these three issue texts and from every 2021 general index this book holds; part one of issue 14 is held in no form, six 2021 part twos are not listed by the archive, and whether the volume runs past issue 50 is not established.
  2. AMENDED IN THIS PASS, 23 September 2026 (D-220, Chapter 8 v53), column Notes: "[quotation withheld, 9 words; follow the citation]" research/GAZ2021_i49_p1.pdf and research/GAZ2021_i49_p2.pdf each carry the cover «الجزء الثاني», issue 49 of 23 December 2021, and at PDF page 129 of both the running head reads «الجزء الثاني العدد (49) لسنة 2021» with folio 2005. The archive's page issue-49-part-1-2021 (dated 22 December 2021, table of contents 'no rows found') serves the part-two scan: fetched again 23 September 2026, identical to the held file; the Arabic slug returns 404. PART ONE OF ISSUE 49 IS NOT HELD, and it is where Decision No. 1477 of 18 November 2021 is printed (SRC-376, page 807). Routes not tried: a subscriber's browser session, the government publisher, a request made inside Syria. This row's Citation and its 'issue 49 part 1' are therefore part two twice.   3. AMENDED IN THIS PASS, 23 September 2026 (D-220 remediation, Chapter 8 v54), columns Citation, Claims and Notes: "PART ONE OF ISSUE 49 IS NOT HELD" in this row's D-220 block is WITHDRAWN. What is held of part one of issue 49 is three pages: its cover, its index and page 807, at SRC-376 file pages 1 to 3; its text is not held. The index, «فهرس العدد (49) الجزء الأول», lists two Ministry of Electricity decisions, 1477 (18 November 2021, page 807) and 1569 (2 December 2021, page 808), and not 1578. The Citation now reads "[quotation withheld, 15 words; follow the citation]" and the Claims "these two issue-parts (three files)"; every earlier reference in this row to "issue 49 part 1", including "pages 129 to 132 of issue 49 part 1", is to part two.

The earlier 'It is absent from these three issue texts' is WITHDRAWN as a count: the issue-parts the archive names in English are four, (14, 2), (25, 2), (49, 1) and (49, 2), and what is held of them is three issue-parts in four files, part one of issue 49 being served as part two.

AMENDED 24 September 2026 (B-5 and L-1 of audits/reports/08-energy-transition_v55_diff_review_2026-09-24.md): the Snapshot now carries issue 25 part two, 43,645,661 bytes and 403 pages, 935 pages in all, as the Notes already did; the Citation's 'held twice under two archive pages' moves here, because the regenerated works cited would print it as part of a citation: issue 49 part two is held twice, under the archive's pages for part one and part two.
  6. D-222 item 2, 24 September 2026: the search of issue 25 part two on 23 September 2026, printed at Chapter 8 line 199 ('Between 23 August and 23 September 2026'), is a sixth dated exception to the closing date of 17 September 2026.
  7. D-233/D-234 compression pass (08), 27 September 2026: The row currently reads, in its D-222 block: "[quotation withheld, 43 words; follow the citation]" APPEND: Compression pass under D-233 (unit 08, 27 September 2026): the Chapter 8 paragraph on Decision No. 1578 (v59 line 199, the candidate's line 197) now prints the exception as 'the last search on 23 September 2026, after this book's closing date', and dates what remains untried to 23 September 2026 instead of 5 September. The route detail the v59 paragraph carried in prose (the portals and their captures, the archive's English-named issue-parts, the part-one page serving part two, the three pages of part one of issue 49, the index's Decisions 1477 and 1569, the controls, the 'renewable' hits in the general indexes, the establishment's library) is carried by SRC-366, SRC-461, this row and SRC-376, and the paragraph says the source register carries each search.

D-233/D-234 compression pass (08r), 27 September 2026: THE 2022 VOLUME SEARCHED, 27 September 2026 (F-2 of audits/reports/08_cx_diff_review_2026-09-27.md; Chapter 8 v61 line 197), after the closing date of 17 September 2026 and so a further dated exception for the author. The general index of every 2022 issue-part listed in The Syria Report's archive or reachable under its English slugs was searched for 1578 and 8751, NFKC-normalised, Arabic-Indic digits folded: 109 of 110 issue-parts, issues 1 to 48 with their supplements. Issues 11 to 48 from the 75 held indexes at research/CH9_HELD_gazette_indexes/2022_*.txt (fetched 23 August 2026, all carrying 2022 text dates); issues 1 to 16 and every supplement fetched 27 September 2026. FIVE ARABIC-SLUG PAGES CARRY THE 2023 ISSUE UNDER A 2022 NAME (issue 1 part 2, issue 2 part 1, issue 5 parts 1 and 2, issue 9 parts 1 and 2); the English slugs issue-NN-part-P-2022 (two-digit number) serve the 2022 issue for all of them except issue 9 part 1, and also carry issue 2 part 2 and issues 8 and 10, which the year listing omits. NOT SEARCHED: issue 9 part 1 of 2022, whose Arabic and English pages carry the 2023 issue (dated 1 March 2023) and whose file is a four-page 2023 supplement; eight further slug variants return 404. RESULT: Decision 1578 is not found. The one row numbered 1578 is issue 16 part 2, pages 87 to 95, a Ministry of Internal Trade and Consumer Protection ratification of a company statute dated 22 November 2021. CONTROLS FIRE: Ministry of Electricity rows are found in part one (Decision 26 of 10 January 2022, issue 5; Decisions 226 and 251 of 6 and 7 March 2022, issue 12; Decision 299 of 13 March 2022, issue 13) and in part two (generation licences in issues 1, 3, 11, 12, 14 and 16); the decisions heading occurs 2,951 times in the 75 held indexes alone. The archive's text-number facet was also tried and is NOT evidence: its control (226, combined with the 2022 date range) returned zero. ALSO SEARCHED: the late-2021 supplements the 2021 index holding lacks (issue 44 supplement to issue 50 supplements), no 1578; issue 47 part 1 of 2021 is not listed and returns 404 under Arabic, English and variant slugs. OTHER ROUTES THE SAME DAY: Syrian Memory's archive search (syrianmemory.org) holds gazette issues of 2025 and 2026 only; an Arabic web search returned the Al-Jumhuriya investigation and an Egyptian gazette of 6 March 2022; pministry.gov.sy timed out. ROUTES LEFT, ALL NEEDING THE AUTHOR: a copy of part one of issue 9 of 2022, or of the text of part one of issue 49 of 2021, from outside this archive; a paid Syrian legal database; a request made from inside Syria.

D-236 retest record (audits/reports/08r_cx_retest_2026-09-27.md M-1), 27 September 2026: two probes the printed 2022 scope rests on, run about 21:00 UTC on 27 September 2026 with curl and a browser user-agent. (1) Issues after 48: the Arabic and English slugs for 2022 issue 49 parts 1 and 2 and issue 50 part 1 return HTTP 404, while the controls resolve (2022 issue 48 part 1 HTTP 200; 2023 issue 01 part 1 HTTP 200; the 2022 supplement to issue 48 dated 21 December 2022), so issues 1 to 48 are the archive's whole reachable 2022 run. (2) The Wayback CDX API returns no capture of odd.syria-report.com/official_gazette/issue-09-part-1-2022* or its Arabic slug, while it returns captures for other official_gazette pages (control), so no copy of 2022 issue 9 part 1 is held outside the archive by that route. The earlier note's "[quotation withheld, 7 words; follow the citation]" is ruled: D-236 item 2 (the tenth).

Each 'after the closing date' above is true of the closing date in force when it was written (17 or 28 September 2026); a reading this row dates on or before 18 October 2026 is now an ordinary dated reading and no prose carries the closing-date label for it (the corrected texts of the D-315 pass were searched for 'closing date' on 19 October 2026: only the copyright page l.13 and the evidence note l.25 carry it, both stating the new date).
