The register keeps changing after the book is fixed in print. Each entry below was added to this row in the order shown.
RUN 21 SEPTEMBER 2026 ON THE AUTHOR'S DECISION OF THE SAME DAY (D-214 item 3), a third dated exception to the closing date. ONE, THE HOUSE DOCUMENT SERIES through govinfo's site search (collection CDOC), the door proved on a control: 'Syria' from 3 January to 17 December 2025 returns four House Documents, each a presidential communication on Syria (H. Doc. 119-12, 119-49, 119-68, 119-98), so the series does carry what the question needs. 'Syria' from 18 December 2025 to 21 September 2026: three documents, H. Doc. 119-168 (the certification of rescission of the state-sponsor designation, 9 July 2026, read in full: the President's letter of 8 July, the certification under section 1754(c)(4) of the FY2019 NDAA, and the memorandum of justification, which carries the 45-day sentence Chapter 6 line 243 quotes; no mention of section 8369 or the Caesar Act), H. Doc. 119-160 (a veterans' convention) and S. Doc. 119-6 (the Secretary of the Senate's report). 'Caesar' and '8369' over the same range: zero each. TWO, THE HOUSE FOREIGN AFFAIRS COMMITTEE'S SITE: it carries press releases, hearings, markups and bills and lists no received communications; its ?s= search returns the home page; its press-release listing read at pages 0 to 6, seventy titles from 3 December 2025 to 16 September 2026, none naming Syria, the Caesar Act or the section; its RSS feed is stale (ten items to March 2025). THREE, THE SENATE FOREIGN RELATIONS COMMITTEE'S SITE refuses this process (HTTP 403 on every path, Akamai); through the Internet Archive its press room as captured 19 September 2026 lists its latest eight releases (17 to 18 September, none on Syria) and its hearings page as captured the same day lists the next hearing (23 September); the majority and minority press listings resolve to the site's 404 page in the archive. FOUR, STATE.GOV: the site search (?s=) returns the home page for every term and the WordPress search endpoint returns HTTP 403; the Syria Sanctions page (modified 2 September 2026 by its own metadata) records the repeal of the Caesar Act on 18 December 2025, the waivers and the maintained authorities, and says nothing of any certification or report under the repealing section; the Syria country page carries no mention of it either. WHAT THIS ESTABLISHES: nothing either way for either report. For the second report the State Department page predates the due date (14 September 2026) and the House press listing ends 16 September, so those two limbs could not have carried it yet. ROUTES NOT TRIED, and none of them is one this process can execute alone: a direct enquiry to the committees or a Freedom of Information request (the author's); the Senate committee's site from a browser (the author's). The Congressional Record's executive-communications granules are not a further route: SRC-622's term searches ('transmitting Syria', 'transmitting Syrian', 'Syria certification', 'Syrian certification') cover their full text, every entry carrying 'transmitting' and a report on Syria carrying the country's name. LEAD: H. Doc. 119-168 is now opened and read, so MIN-1824 (a citation at Chapter 6 line 243 to the printed certification) can be taken as a class 2 addition on this row when the chapter is next opened.
In its Notes: "[quotation withheld, 476 words; follow the citation]"
APPENDED BY HAND 21 SEPTEMBER 2026 ON B-3 OF THE v83 DIFF REVIEW: three further searches of the House Document series (collection CDOC, 18 December 2025 to 21 September 2026), run and saved at wssearch_cdoc_syrian.json, wssearch_cdoc_section_8369.json and wssearch_cdoc_certification.json with their manifest lines: Syrian, one document, H. Doc. 119-168; "section 8369" as a phrase, zero; certification, seven documents, of which only H. Doc. 119-168 names Syria (the others are four import-adjustment proclamations, an Economic Report chapter and a veterans convention). The vocabulary run on the series is therefore Syria, Syrian, Caesar, 8369, "section 8369" and certification.
D-233/D-234 compression pass (06r), 27 September 2026: APPENDED 27 SEPTEMBER 2026 ON F-1 OF audits/reports/06_cx_diff_review_2026-09-27.md: a route this process could run, run. The row's TWO, CORRECTED currently reads "[quotation withheld, 10 words; follow the citation]". SEVEN, THE HOUSE FOREIGN AFFAIRS COMMITTEE MINORITY'S SITE (democrats-foreignaffairs.house.gov), run 27 September 2026, 19:54 to 19:58 UTC, after the closing date, with curl; held at research/CH6_CAESAR_ROUTES_2026-09-27/ with ROUTE_LOG.md. Its press-release listing read at pages 1 to 17 (ten entries a page, HTTP 200 each), 170 entries from 24 September 2026 back to 14 November 2025 (index hfac_min_press_index.json); 149 entries dated 3 December 2025 to 16 September 2026, the majority's window, the entry before it dated 2 December 2025. Every release from 3 December 2025 to 24 September 2026 fetched and read in full (162 pages, HTTP 200 each; hfac_min_releases/, fetch log hfac_min_release_fetch_log.json) and searched for syria, syrian, caesar, 8369, certif, sharaa and damascus: in the window none names Syria, the Caesar Act or the section, and the two that carry 'certif' concern a fellowship programme's staff (24 December 2025) and a chip-export bill (18 December 2025). After the window, one of thirteen names Syria: the readout of 22 September 2026 of the Ranking Member's meeting with President al-Sharaa, which welcomes 'the progress made by President al-Sharaa's government since the repeal of the Caesar Act sanctions and Syria's removal from the State Sponsor of Terrorism list' and mentions no certification or report. The site search (/search?q=Syria, Caesar, certification) returned HTTP 403, not needed since every release was read; the RSS path returned 404. WHAT THIS ESTABLISHES: nothing either way, for the reason SRC-622 gives (a report to a committee need not be published by it). ROUTES NOT TRIED, RESTATED 27 SEPTEMBER 2026: a direct enquiry to the committees or a Freedom of Information request, and the Senate committee's site from a browser, each the author's (whether a browser session is within this process's reach under D-051 is put to the author, M-1 of the same review). Printed at Chapter 6 v94, in the paragraph beginning 'Whether the first report has been made', as a search after this book's closing date; a dated exception, the author's ruling owed.
Closing pass D252, 29 September 2026, unit CL06: CLOSING PASS, RUN 29 SEPTEMBER 2026 LOCAL (23:14 to 23:50 UTC on 28 September), AFTER THE CLOSING DATE, THE THIRTEENTH DATED EXCEPTION (D-252): the route this row twice recorded as 'the author's', the Senate committees' sites from a browser, was within this process's reach and has been run (audits/reports/CLOSING_ch6_senate_2026-09-29.md; research/CLOSING_CH6_SENATE_2026-09-29/ with ROUTE_LOG.md). THE CLASSIFICATION WAS WRONG: the Akamai edge refuses curl and headless Chromium (HTTP 403 on foreign.senate.gov, banking.senate.gov, senate.gov and a senator's site, while house.gov and govinfo.gov answer 200 on the same network) and admits headless Firefox, headless WebKit, and headed Chromium and Edge (HTTP 200). EIGHT, THE SENATE FOREIGN RELATIONS COMMITTEE: Chairman's press (6 pages, 92 entries in the window), Ranking Member's press (12 pages, 218), committee events (4 pages, 41), each paged past 3 December 2025. NINE, THE SENATE BANKING COMMITTEE (section 8369(b) names it; no earlier route touched it): majority press (5 pages, 70), minority press (21 pages, 385), hearings (2 pages, 13). All 818 pages in the window, 3 December 2025 to 28 September 2026, read in full text (HTTP 200 each) for syria, caesar, 8369, certif, sharaa and damascus; both sites' own search engines run for Syria, Syrian, Caesar, 8369, certification, Sharaa and 'Report to Congress Syria', every result page, with controls (the SFRC index proved to carry PDF full text: '8369' returns a letter whose only instance of the number is a footnote). RESULT: the only item on either site naming the section after 17 December 2025 is the letter of 1 July 2026 from the Ranking Members of Foreign Relations (Shaheen) and Banking (Warren) with Representative Wilson to the Secretary of State, linked from the SFRC release of 2 July 2026, whose footnote 3 cites 'Report to Congress: Repeal of Caesar Syria Civilian Protection Act of 2019, Sec. 8369(B) of the National Defense Authorization Act for Fiscal Year 2026, June 26, 2026' (SRC-707). The Chairman's release of 17 December 2025 names section 8369 and the reporting duty, not a report made. Neither site publishes the report; neither carries anything on the second report. The archived capture of 19 September 2026 in THREE is superseded as the reading of the SFRC press room, and Chapter 6 v95 line 279 no longer prints it. STATE.GOV, RE-TRIED IN FIREFOX: pages load, but its search endpoints return the same items for every term including a control title the site holds, so they fail the control and support no absence. TEN AND ELEVEN, RUN 29 SEPTEMBER 2026 LOCAL (00:03 to 00:55 UTC), AFTER THE CLOSING DATE (audits/reports/CLOSING_ch6_house_2026-09-29.md; research/CLOSING_CH6_HOUSE_2026-09-29/ with ROUTE_LOG.md). TEN, HOUSE FINANCIAL SERVICES, majority (press releases 19 pages, ICYMI, Member Corner, hearings, markups) and minority (press releases, hearings, markups): 391 in-window entries, each paged past 3 December 2025. ELEVEN, HOUSE JUDICIARY, majority (press releases with a cache-busting re-crawl, hearings, markups, the 119th Congress letters page, the reports page) and minority (press releases, hearings, markups; its letters archive ends May 2020): 352 releases, hearings and markups plus 128 listed letter and report PDFs (one 404). All 743 pages and 127 listed PDFs in the window read in full text, with 2,286 linked documents, and 199 image-only PDFs (1,201 pages) read by OCR with a control. Terms: syria, caesar, 8369, certif, sharaa, damascus, assad. Controls: extractor, PDF extractor and OCR each found the known strings in the Senate run's letter of 1 July 2026 and release of 2 July 2026. RESULT: no page or document names a certification or report under section 8369 or the Caesar Act's repeal. The only '8369' is a copy of the NDAA text linked from the FS majority's housing release of 7 December 2025. Site searches: Judiciary majority Solr (indexes attachments; ActBlue control passes) agrees; Judiciary minority Solr does not index PDFs; FS news search is title-only (fails a body-text control); FS Google search served a robot check. None relied on. The Senate route log's '403' for the Judiciary minority was a path that site does not have; the site admits every client. TWELVE, THE EXECUTIVE-COMMUNICATIONS SERIES: congress.gov refused every engine (Cloudflare); the API passes a control (EC-4016) but DEMO_KEY allows ten requests an hour. The Congressional Record's EC and presidential-message granules for all 165 issues from 3 December 2025 to 24 September 2026 read in full (323 granules; House EC-2322 to EC-4783 with one number absent, Senate EC-2159 to EC-4890 with nine absent at the opening edge): five name Syria (EC-2912, EC-2780, EC-4016, and Treasury's EO 13894 periodic reports Senate EC-4697 of 16 September 2026 and House EC-4774 of 24 September 2026); none is a report under section 8369; none carries Caesar or 8369. WHAT THIS ESTABLISHES: nothing either way on whether a report was made; it confirms the letter of 1 July 2026 as the only public attestation found. ROUTES NOT TRIED, RESTATED 29 SEPTEMBER 2026: a direct enquiry to the committees, or a Freedom of Information request for the report of 26 June 2026 (the author's); the congress.gov API at volume (needs a registered key: the author's); the House Foreign Affairs majority's site in full text with attachments (runnable by this process; read so far at titles and summaries only, TWO, and Chapter 6 line 279 states that depth); the Record for 25 to 28 September 2026 (not published on govinfo at the run; runnable once published). The House Financial Services and Judiciary sites, recorded as runnable and not run in the Senate report, are now run (TEN, ELEVEN).
CLOSING PASS, RUN 29 SEPTEMBER 2026 LOCAL (12:00 to 12:50 UTC), AFTER THE CLOSING DATE (audits/reports/CLOSING_ch6_hfac_2026-09-29.md; research/CLOSING_CH6_HFAC_2026-09-29/ with ROUTE_LOG.md). The route the House report named as runnable and not run. THIRTEEN, THE HOUSE FOREIGN AFFAIRS COMMITTEE MAJORITY'S SITE IN FULL TEXT (supersedes TWO's titles-and-summaries reading as the reading of this site): /news (every type; Article and In The News empty) and /news/press-releases 9 pages, 70 releases in the window; hearings 6 pages, 46; markups 2 pages, 7; the committee-events calendar equals hearings and markups together (53); business meetings end January 2025; bills end 2019; no letters or reports listing (letters are published as releases). Each listing paged past 3 December 2025, re-crawled with a cache-busting parameter (identical). All 123 in-window pages read in full, with every document they link (178 unique: repository event pages and documents, site files, Mailchimp-, Drive- and Select Committee-hosted letters) and every document listed on the repository event pages (796 unique; five events resolved through docs.house.gov's day listings where the page printed 'Committee Repository' without a link): 1,021 unique documents, 210 image-only PDFs (259 pages) by OCR. Terms: syria, caesar, 8369, certif, sharaa, damascus, assad, 'report to congress', 'civilian protection'. Controls passed: body text ('Caesar' in the 10 February 2026 release, not in its title); attachment ('Caesar' and 'certif' in Ms Maenza's statement); PDF extractor and OCR (the letter of 1 July 2026). The site's /news keyword filter (body-text controls pass) and its Solr search (attachment controls 'Burevestnik' and 'gigabytes' pass) agree with the full-text read in the window; the 138 files Solr returns that no in-window page links were read and date from 2014 to 2024, apart from two 2026 files already read. SEARCH REFUSAL RECLASSIFIED: TWO's '/search/?q=Caesar served an Akamai Access Denied body' holds for curl and headless Chromium only; headed Chromium, headed Edge, headless and headed Firefox and headless WebKit are admitted. RESULT: no page or document names section 8369, cites a report under it, or reports a certification made under it. The Chairman's remarks of 10 February 2026 say the Caesar sanctions were repealed with 'conditions [that] must be met in exchange'; Ms Maenza's written statement for that hearing urges Congress to 'scrutinize the President's upcoming Caesar repeal certification' and 'Review the President's required reporting'. Not read as text: 44 roll-call tally images (26 March and 22 April 2026; labelled on the repository as votes to report named bills); three State Department travel pages linked from the release of 28 February 2026 (Cloudflare 403 on every engine); videos. FOURTEEN, THE MINORITY SITE'S REMAINING DEPTH (SEVEN read releases only): the 22 PDFs its releases link (Mailchimp) and its hearing calendar for December 2025 to September 2026 with its markups listing (68 pages; linked documents either already held or 2025 bill texts) read in full; newest release still 24 September 2026; nothing names section 8369, a report or a certification made. WHAT THIS ESTABLISHES: nothing either way on whether a report was made; the letter of 1 July 2026 (SRC-707 proposed) remains the only public attestation found. ROUTES NOT TRIED, RESTATED 29 SEPTEMBER 2026: a direct enquiry to the committees or a freedom of information request (the author's); the Congressional Record for 25 to 28 September 2026 (not yet on govinfo at 12:37 UTC); hearing videos.
29 September 2026 (CLOSING_review_06_2026-09-29.md F-1): a duplicate of the CL06 append above, applied a second time by the harness from the drafter's first append file, was removed; it named the House Foreign Affairs majority's full-text site as runnable and not run, which the append after it (12:00 to 12:50 UTC) supersedes.
19 October 2026 (closing pass 2, lift sweep): the closing date is now 18 October 2026 (D-315). Each 'after the closing date' above is true of the closing date in force when it was written (17 or 28 September 2026); a reading this row dates on or before 18 October 2026 is now an ordinary dated reading and no prose carries the closing-date label for it (the corrected texts of the D-315 pass were searched for 'closing date' on 19 October 2026: only the copyright page l.13 and the evidence note l.25 carry it, both stating the new date).
