  1. THIS ROW EXISTS SO THAT THREE UNMADE ITEMS ARE BOUNDED RATHER THAN FORGOTTEN, AND SO THAT NO SENTENCE RESTS ON THEM. Under D-051 each remains a bar on its own claim. E5, THE HIGHER EDUCATION COUNCIL RESOLUTION OF MARCH 2026. The earlier book says at source 1777 that in March 2026 the Council resolved to publish its equivalence criteria with complete clarity and transparency and to build a digital application, and that neither had happened by July 2026. ATTEMPTED: an Arabic search on the Council, March 2026, equivalence criteria, transparency and digital application, WHICH RETURNED EGYPTIAN SOURCES ABOUT A DIFFERENT SUPREME COUNCIL OF UNIVERSITIES and nothing Syrian. THE DECISIONS LISTING AT SRC-294 DOES NOT CARRY IT EITHER: no March 2026 Council decision on equivalence criteria appears in the 57 decision titles now read. UNTRIED: the Council's own minutes if published; SANA's education section for March 2026; the ministry's news section. So the chapter may not print the March 2026 resolution or the not-by-July-2026 claim. G4, RELIEFWEB HEALTH-SECTOR UPDATES THROUGH JULY 2026. Absences A-19 found that the chapter's stated search scope silently excluded ReliefWeb, which carries Syria health updates later than the products this project holds. PART DONE: the January and April 2026 bulletins are now held at SRC-287 and SRC-288. NOT DONE: the biweekly national and sub-national coordination updates, seen in listings for 1-15 January 2026 and 16-30 June 2026, and the June 2026 special edition on the Syria Humanitarian Fund standard allocation. UNTRIED and executable. So the post-2020 workforce absence must state the ReliefWeb series among what was NOT enumerated. G5, THE MINISTRY OF FINANCE ELECTRONIC BUDGET PLATFORM. SRC-276 names the platform as a route not run against the missing budget law. ESTABLISHED ON 20 AUGUST 2026: the ministry launched an electronic platform for the state budget at the 62nd Damascus International Fair, described as carrying public finance data and figures to promote transparency. NO URL WAS OBTAINED and the platform itself was not reached. UNTRIED: the ministry's own site for the platform link; the fair's exhibitor materials. THE GAZETTE SWEEP AT SRC-263 ALREADY BOUNDS THE BUDGET-LAW ABSENCE INDEPENDENTLY, so this item narrows a claim rather than blocking one. TWO FIGURES SEEN WHILE SEARCHING FOR G5 AND NOT USED, BECAUSE NO DOCUMENT WAS OPENED FOR THEM: a reported 2025 budget surplus, said to be the first since 1990, and total 2025 public spending reported at about 379.2 billion Syrian pounds or 3.447 billion dollars, up 45.7 per cent on 2024. THESE ARE SEARCH-RESULT SUMMARIES AND NOT EVIDENCE. They are recorded as leads because they bear directly on the chapter's budget arithmetic and they must be retrieved before any use.
  2. AMENDED 20 AUGUST 2026, LATER THE SAME DAY. TWO OF THE THREE ITEMS THIS ROW BOUNDS ARE NOW MADE AND THE ROW SAYS SO RATHER THAN STANDING AS A STALE ABSENCE. E5 IS MADE AT SRC-307. The Higher Education Council session of 3 March 2026 is found, and it adopted the credit-hours system in equivalence rather than the transparency undertaking and digital application the earlier book describes. The minister's statement of 10 August 2026 shows the application still forthcoming and gives the backlog as about four thousand certificates. G4 IS MADE AT SRC-306. The June 2026 special edition and the biweekly update of 16 to 30 June 2026 are retrieved, and the special edition supersedes this project's own statement of the most recent functionality figure. G5 IS STILL NOT MADE, AND THE FAILURES ARE NOW DIAGNOSED RATHER THAN ASSERTED. Attempts of 20 August 2026: mof.gov.sy RESOLVES PUBLICLY at 185.216.135.105 by Cloudflare DoH and TIMES OUT from this machine on both port 80 and port 443 after 21 seconds. syrianfinance.gov.sy resolves at 185.216.133.73 and FAILS TLS WITH AN EXPIRED CERTIFICATE; retried with verification disabled it returns HTTP 503 Service Temporarily Unavailable. THE DOCUMENT SUBDOMAIN IS REACHABLE AND IS HOW SRC-276 WAS OBTAINED: the citizen budget, held at docs.mof.gov.sy/citizen_budget_2026.pdf, returns 200. The subdomain root returns 404 and so do the guessed names budget_2026.pdf and budget_law_2026.pdf, so it is a file server without an index and cannot be enumerated. AND THE ARCHIVE SUPPLIES A FINDING THE LIVE SITE COULD NOT. The Wayback capture of www.syrianfinance.gov.sy of 1 January 2026 renders to ninety characters of text, being الموقع قيد التطوير, THE SITE IS UNDER DEVELOPMENT. So at the start of 2026 the finance ministry's own website was a placeholder, and the only ministry document this project has reached is a PDF on an unindexed subdomain. THE BUDGET PLATFORM REPORTED AS LAUNCHED AT THE 62nd DAMASCUS INTERNATIONAL FAIR HAS NO URL THIS PROJECT HAS FOUND. ROUTES REMAINING AND UNTRIED: retry mof.gov.sy on another day, since a 503 and a timeout are both temporary states rather than removals; the fair's own exhibitor materials; and a Wayback search of docs.mof.gov.sy for other filenames. THE BUDGET-LAW ABSENCE DOES NOT DEPEND ON THIS ITEM: the gazette sweep at SRC-263 bounds it independently across 18 distinct 2026 issue files.
  3. G5 RETRIED AND FAILED IDENTICALLY, 20 AUGUST 2026, LATER THE SAME DAY. mof.gov.sy times out again on 443; syrianfinance.gov.sy returns 503 again past its expired certificate. A WAYBACK ENUMERATION OF docs.mof.gov.sy RETURNS EXACTLY ONE CAPTURED FILE, the citizen budget of 11 April 2026, WHICH IS ALREADY HELD AND READ AT SRC-276 AND IS NOT A REFUSED RETRIEVAL. So the document subdomain has no other archived contents to mine. THE ITEM IS UNRESOLVED AND IT IS NOT OUT OF REACH: a timeout and a 503 are temporary states, and retrying on another day remains a live route this process can execute. IT BARS NO CLAIM THE CHAPTER NEEDS. The budget-law absence is bounded independently by the gazette sweep at SRC-263 across 18 distinct 2026 issue files, and the no-salaries-line finding rests on SRC-276, which is open and read.
